I reckon this could be a shout:
https://www.condorcycles.com/products/pioggia-disc-forkPlenty light, maybe 28 + guards would be a push but maybe 25s. Not straight but you can't have it all.

If the fork takes a 700c 28mm tyre then a 650b 34mm is a fairly safe bet i’d say. Adding guards would take some fiddling (as usual).
I vote for 700 rear, 650 front ;-)
