You are right, it is a gamble if you start something. And often the people that are willing to do really dick things are generally pretty horrible people and likely to kick off. I've had so many close passes where I've shouted or even just raised my arm and the person has slammed the brakes on and jumped out to confront me.
Even when I've had words with people who are genuinely oblivious it was almost more pointless because they were just clueless and probably just think I'm mad.
Basically I think you have three choices. Come out guns blazing and start kicking the shit out them, report them to the police or just ride off (and try to forget about it).

Technically the correct solution. Justice system is there for a reason right. Problem is we all know its a waste of time and likely to achieve nothing.

I've recently come to the conclusion to just steer clear of any confrontations regardless of how strong your desire may be to say something, because you don't know the other person and they could be bat shit crazy and do something worse.
I made the error to tell another cyclist a couple of weeks ago to not undertake me around a left hand bend and force me out wide into on coming traffic. Obviously he thinks its my fault because I'm riding too slowly. Words exchanged and then it ended with him saying "have this", swiping my front wheel and taking me out and then riding off. Queue several hundreds quid worth of Rapha damage, (hopefully they can repair it) and a bruised up miserable and still very angry me.
Just wish I had said nothing and it wouldn't have escalated. Whats the point anyway, no one ever listens. It's always the other persons fault blah blah rage rage. Might as well not bother.
