I presume hubs (still deciding on which ones) don't usually come with bolt thru axles?
Correct. The through-bolt should be delivered with the frame/fork since there is more than one way to anchor it, and length may vary depending on dropout thickness. There isn't a standard beyond the diameter and clamping width between dropouts.
