Is that a crease in the top tube dent, or just the light/angle? Either way, they wouldn't concern me.
That's not a brake mount, it's a mudguard mount. Slightly curious that this has been built as a road bike (bottle cage mounts, mudguard mounts and a pump pip), but no rear brake.
Not knowing what the tubing is or who made it, limits what you could get a little. What diameter is the seat post? Are the fork and track ends branded? These will give you a clue as to the quality.
As it is, I'd say somewhere between £100 and £200: 27.2mm seatpost and Campagnolo ends (for example) would push it towards the upper limit; 26.4mm post and unbranded ends towards the lower.

Also, it's drilled for a rear brake but the thread is vertical.
Is there some kind of adapter for fitting a rear brake to the frame?
