The 'facts' here pertain that Novichoks are an ill defined group of chemicals .... but that's just how intelligence is. It also doesn't matter very much how Russia named or classified their materials so that's a strange area for the writer to dwell on.
It should not be news to anyone that the UK gov response is all just a 'best guess'.
