Will cable discs work?
yeah, not a lot of grip on 25-28mm tyres so juin tech/bb7 road will do just fine
Can you set up tubeless with just a track pump?
smaller the tyre easier it is with track pump as far as i've dealt with these
Will 30c tyres fit?
maybe with narrow rim, I'd say 28 schwalbe pro one evo is the sweet spot
