you can see the rear boss they refer to in their literaturerear through-eyelet...attach a flat fender or add an additional/alternate rack strut to the >crown of your fork
You can also get adapter for adding mid-blade eyelets, Tubus do good ones like this. If you don't mind me asking, if you're speccing a touring tandem why not get mid-blade eyelets on the fork?
If you can cope with a slightly smaller platform you could use a Surly Nice rack? The front one is rated to something silly (32kg according to Surly) and will actually fit full size panniers just fine if you want. Platform is big enough to add a basket if you want extra space for big fluffy stuff.
Is this for the tandem? We use a Surly Nice on ours and it's great.
