Even without the headrests.
My old mark 4 you used to flip the seat cushions up and forward and then the backrests would fold down in to that space. In the Mk7 the cushion part stays in place and the seats fold to the top and have an angle to them. At the bottom of the back part of the seats there is a lip to the boot floor. (Apologies for possibly confusing explanation)
I've managed to get two cross bikes with just the front wheels off, stacked on their sides in the back of a Mk7 Golf. The seats don't fold flat mind.
I also test drove a Mk7 Golf Estate and it didn't seem offer much more room however.
My old Mk4 Estate could take all my bikes, except a 29er trail bike, with both wheels on.
