I have the same rock lobster team tig 853 frame (also in red), and can confirm it clears 700c wheels, I think I tried with 25c, but not sure... its a long frame. Tempted to get this one, as the paint on mine is badly damaged in a few places, and most of the decals gone. Great frame, but has turned out to be a pain to put a rear rack on!

Fixed that for you.
Anyway a lot of those 26" frames have the clearance for (comparatively) narrow 650b or 700c wheels if it's really that big a deal, and it's disc brake so would be easy to change wheel size. Turn it into a functional /monstour/commutocross/whatever.
