    Depends what kind of battery. In general, things which are rechargeable are assembled in the discharged condition and then charged before being put into service, while things which are not rechargeable are assembled from components which already want to pump electrons from one electrode to the other.

  • Batteries are chemical reactions.

    Lithium Ion (and LiPoly) cells don't like being empty. They are usually shipped at about 60% as a "storage charge".
