At the margin, all builds are compromised by budget constraints. If that bike is meant to go fast, it's still in need of better wheels before any change to the cranks is going to be a better performance buy.

Not quite the same as they have a small front wheel, which negates some of the effects of reversing the fork even in the olden days when your motor pace bike was literally just your track bike with a small wheel in the reversed fork, not a specifically designed and built Stayer.

Look at it more carefully. It looks like somebody had a fun idea - Schwinn/Electra ergonomics but light and fast. The trouble is, as you go through it you realise that if you had been doing it yourself you would have changed literally every single component compared with what is presented here.
