What bit is unclear?
Pair of healthy kittens, left with someone that cannot care for them. Cannot look after them/feed them regularly/unable to clean the indoor litter. The person doesn't seem to notice the distress and neglect to cats and does not want to allow the kittens to go to be rehomed.
What to do?
