Bike hooks cost a couple of pounds each on Amazon. Just need to make sure they've got a loop to thread a cable through (too attach locks).
If there's space, can you propose to building management that you will install bike parking at no cost to them?
It takes about 5 minutes per hook to drill the holes and install the screws.
When I did mine I bought a £20 BFO drill from screwfix. Not really necessary but I also put in a ground anchor. Did speed the job up a lot, though!
Get other cyclists to pay the cost is their hook, and £1 towards the cost of tools. Tidy bike parking for £3-5 should be an easy sell.
