• Can you change the password on the account, or has someone moved the admin rights to another email address?

    Check the billing history, if someone has hijacked your account I assume they're spending on it. If so I'd cancel the credit card and report your account as hacked to apple

    There’s nothing suspicious in the billing history, which is odd.

    The thing is I can’t remove the card as it says I’m not the one managing the family sharing.
