Why does my local mini-supermarket sell four (4) different forms of own-brand Ibuprofen?
From left to right, boxes of 16 x 200 mg caplets, 16 x 200 mg tablets, 16 x 200 mg capsules and 16 x 200 mg liquid capsules.

Erm ... because they're selling it as caplets, tablets, capsules and liquid capsules? :)
You can buy one of each as different medications and overdose via the self service tills?
In short your supermarket want mildly smart people who don't mind how they swallow death to die.
