I had a similar experience with the 700c x 45 WTB Riddlers. I found them impossible to fit the my rim evenly. They would always wobble. I returned them and went for 43 Gravelkings which fitted instantly.
A few days ago I tried to fit WTB Horizons to my 650B wheel set using an airshot. Took me about 8 tries to seat them evenly. I am seriously considering to switch to Gravelkings here as well.
