I have a few bikes I've bought and restored without my having known the frame builders, just being tempted to buy because of the clearly nicely built and well spec'd frames, and the fact that they mostly came with classic parts. I already have one of these up on the forum's 'unknown bikes/parts' thread, and will be listing two on here too. For the first one: I'm pretty sure the frame's British built (apparently a London based builder), and judging from the parts fitted, quite likely dates from the late 70's/early 80's. The best parts fitted are Shimano first gen Dura Ace front and rear derailleurs, Mavic sprint wheels with matching Dura Ace hubs, rare Mafac GT brakes, rare Kiseki Sigma stem, and a Campag headset. I don't think the frame is quite up to the standard of this kit, but it's still plainly of good quality, having cut-out lugs and bottom bracket shell, cast dropouts, and a smart, hand-finished paintjob. The weight of the built-up bike is 10kg, so it may well have 531 tubing, albeit the plain gauge version, since the seatpost size isn't 27.2mm, but the
26.8mm size of the non butted size. The frame number has no letters included and is quite a short one, so probably not one used by any of the larger frame builders? Obviously, one option would be to strip the frame to sell off the parts- but IMO that would be a shame when this is such a nice bike, and then then unidentified builder status of the frame would mean this course would strip it of most of its re-sale worth, after being separated from the quality kit.
