Might be a bit too cheap! Would that really work? I guess a shim for a derailleur clamp and a 31.8 chain keeper would work too..

Yeah exactly, you get similar for rear reflector that come in all sorts of size. They work surprisingly well.

Don't buy it.
Just walk into a bicycle shop and ask for one.
Other option is to loose one link from the chain.

Depends on whether you want the chain completely surrounded or not, but these work well to prevent chain drop to the inside.
