Not really, look at the stack instead of headtube length, as they are affected by fork length and BB drop (long fork mean short head tube).

Yet All City manages to squeeze out almost another 20mm of reach in comparable size with their new Gorilla Monsoon. But I guess they bill as more of a touring bike as well.
That's the one I'd have.
