Not only this, but politically it’s a very smart move as well. Even though I’m sure the republicans will try to spin it anyways, it’s hard to paint the indictments of foreign nationals as an aspect of a partisan investigation. It's more likely a warning shot to the people in US/elsewhere that took their money.
Rosenstein statement "There is no allegation in this indictment that any American was a knowing participant in this illegal activity, there is no allegation in the indictment that the charge conduct altered the outcome of the 2016 election."
i.e. we have the bank records and Paypal payments from these 14 bank accounts, we know what you did.
