Nope that works unless the seat angle is really steap. I have this in a 58.5 tt all rdy. Its a really nice fit.

It may help your search if you expand on "Primarily looking for modern steel" as my/other's interpretation of Modern steel is going to vary hugely.

Not interested in quill stems
1" threadless forks could possibly work on something very special but id rather 11/8. Id likely be even more interested if its a 44mm headtube and a tapered fork. -

Looking for a road frame in great condition. Primarily looking for modern steel. Im covered for ti n carbon but perhaps the right frame would pull me in, tho feels unlikely.
Not interested in cheaper older random steel bikes. Not interested in disc brakes either. Regular calipers please.
