Not with a shoulder strap but I have a new set of Bike Hut panniers, pretty big (25l give or take per side). These were a spare set I bought for my son to commute with but he moved jobs so the whole cycling thing went to the wall. I've being using the same bags on a daily basis for the last 4 years. Come with their own raincover.
