It's a grey area, the bike sheds had to be reloated to the current location because where it used to be (right outside the main entrance of our building) no logner belongs to us due to the redevelopment of Elepahnt and Castle, TfL claimed that bit of land back so we had to relocate the bike sheds to the back of our car park. Even with the current location, as I have said, where the sheds sit, the land is partly owned by us and partly owned by TfL. We tried to put some nicer pavement slabs around it, but it stops halfway through becauase that's where the line draws. I was told by the building management that they tried to put some gates or other defense around the sheds, but also wasn't allowed to do so due to the ownership issue.
There isn't anywhere to put the asheds other than putting them back to where they were, but then the land belongs to TfL, so I guess the short answer to yuor question is that, yes it is something that TfL could possibly address, but I am not 100%...

The thrust of my question was more whether you think there's a design or a placement issue.
I've had a look on StreetView at the location I think you're talking about , and I can see there may be problems with the placement. As I don't know what the issue was, there's not much I can say without more info, though.
Do you/the police think there's a design fault that TfL ought to address?
