I’m pretty sure you could build a complete Russian bike from the 80s. Components manufacturers outside of Europe might be super easy/super tough depending on if you accept Japanese parts.
There were quiet a few Polish frame builders: Rychtarski, Orlowski, Osca (not Polish I know). There were Polish brands making components as well like Pam’s or Romet. Tho a quick geography reminder: Poland is in Europe actually!
In the 80s there were quiet a few respectable American companies/builders: Serotta, Schwinn, their “Paramounts”.
The only component manufacturer that comes to mind and is outside of Europe is Sram
