It does move a little bit yeah, but to some extent its because the bag is so tall and the lining of it can only do so much to make it rigid. I might just use four of the light holder brackets instead of two, and I'm also considering putting a smaller gauge Ortlieb hook on the rack rails to prevent it kicking up at the front. It's a lot over over engineering, but enjoyable...

Nope, using a thin thing myself. Did your setup rattle at all? I've not had any issues with the bag coming off but it does rattle a bit.
