Actually turning the bar around won't make a huge amount of difference without something like a 90° bend... Another photo attached to show tyre clearance.
The bend (at attachment to the rack) is only going to be about 30°. Easiest option by far.
Attaching the rack to the headset cable hanger would make the whole set up stiffer and more stable but probably more work than it's worth.
