Seems odd he would send you a photo of his drivers license if he was trying to scam people.
I think you're being generous, especially considering his last mention in this thread and what @wayaway has been told about other people's dealings with him.
If he asked for a non-PayPal Goods & Services payment and offered the ID as reassurance, that would suggest the ID is fake or he felt the OP distance protected him from any comeback.
I agree, it's a matter for the police now.
