If you can buy into using a rugged alu frameset with carbon seat stays I'd advise finding a Specialized globe pro or expert. I have one of each, the pro is 130mm, the expert is 135mm. Takes 42mm if not bigger WITH mudgards and approx 55mm without.
I've had the Pro as my daily for the last 8 years and it takes an absolute beating without flinching, the expert I built up as an audax/winter racer cum tourer.
Higher end Specialized tricross with the carbon stays would also possibly work but not sure on max tyre size.
