Don't really need to worry about being too fast to be AUK compliant.
If you're early to a manned control then you're kept there until the control opens, but you can still do all of the stuff that you need to (eat, rest, ablute, etc) before setting off the second it officially opens (the fast group on LEL 2009 did this all the way up to Edinburgh thanks to a tailwind [and hardwork and prowess]).
If it's an unmanned control (or a DIY/Perm) then, I think, you get a time penalty equal to the amount of time you were early at each control. Even for the really quick this is unlikely to put you over time for the whole event, so it's relatively meaningless.
It seems the maximum average speed is mostly there to help convince people (i.e. insurers, authorities, etc) that it's not a race. A healthy tailwind can make even the average Audaxer (*cough*)get to a half way control before official time.

I remember hearing one company had a policy that anyone who was late to a scheduled meeting had to stand and sing a song as punishment. Apparently it didn't happen very often.

I just think youve got a slightly over the top pessimistic view of a dog being abused, cos its really a bit too young to he going on walks.
It will have plenty of exercise running about the house for now.
It would have to be carried home after a 15/20 min walk down the street probably.
