If you are wanting a frame just to tide you over get a 2nd hand CDF. It will handle all your touring duties and can happily be ridden on the road.
I got mine for £140 and have done 100km days loaded and 120km road rides keeping up with someone on a CAAd 12.
Spend the money you save on nicer wheels and you will have a much better bike IMO.
So we're looking at properties around between 1/20th-1/18th of 4130 cromoly, but a density quite a lot lower.
My biggest concern is that in order to get enough material to mimic the the properties of steel, you'd basically be riding a big solid block of frozen sausages with a headset and and presfit BB :D
