Nothing to offer, sorry, but having refurbished a 1930s Sun Wasp tandem, which had similarities with yours, I may have a tip, unless you already know... If your bike has a Brampton headset (lot of tandem from that time have) that needs replacement (brinelling), you should find help with the tandem club. You'd have to dig a bit as the website had changed since the times I did this, but they had organised the re-manufacture of the cups and cones, which saved me from having to use a non period correct 1-1/8 headset.
Unfortunately i have all parts I may have had to the person who bought the tandem from me.

Ideally we would like to match the frame with some nice Chater-Lea tandem cranks. If anyone has a suitable pair I would be very interested.

Arby, I have a vintage tandem I am reluctantly selling for restoration which has Chater-Lea's.

I am just starting a complete refurb of a vintage Chater-Lea tandem. Main items I need are cranks/chainrings and handlebars (what is shown is nasty 70s bar) but also if you have anything else which seems appropriate then let me know. Pictures below.
