HAving a quick scan, sounds more like you're after a 'randonneur' frameset.
Twin Six
https://www.twinsix.com/products/standard-rando-frameset-black?variant=6044881539
All City Space Horse Disc:

Though I would also agree with others on the Arkose, The new Pinnacle Pyrolite sounds like it would suit. No frameset or fork only option - I've asked.
Alternatively, get an Arkose frameset and this fork:

Aluminium with rack mounts but tapered headset and Postmount Discs.

For some reason I decided against the Twin Six although I can't now remember my reasoning. Might've been the potential import costs. All the frames I'm interested in are on a spreadsheet though so I'll add it. Space Horse Disc is already on there, unfortunately probably a bit more expensive than I'd like. Could probably chuck the spreadsheet up on here for others to access/edit if anyone else is looking for a new frame although it is obviously geared towards my needs at the moment.
Aluminium forks with rack mounts? Sounds sketchy... I'd be worried about fatigue. Or is steel blades, alu steerer? Or steel steerer, alu blades?
Either way I found out last night that as I was paid slightly in advance I'm (most likely) not going to be paid for the next 9 months so this project might go on hold for now! (I'm doing a PhD, it's just what happens in your last year. I'm not being ripped off or anything (well I am, but not illegally)).
I want strong and "cheap". That's why I'm looking at 4kg frames like the Straggler et al. At no time have I ever want a carbon fibre touring frame
