They can't go on walks until they've had all their vaccinations. Should be at most like a month before he's allowed out. But they can't walk far when they're pups so even then he won't be out for long (the rule is 5 mins walk per month of the dog's life, so a 4-month-old dog only needs a 20 minute walk).
The barking also shouldn't last long. It takes a while for them to get used to being alone overnight, just like a baby.
This is all assuming they aren't just bad owners of course.
Sorry for the dog spam all over the thread everyone, but we just got a dog so I've been doing a lot of reading on the topic. Here he is.
My neighbours got a Collie puppy for Xmas. Seen it in their backyard once, not seen it taken for a walk yet.
It is getting very good at barking, at all hours.
Feel sorry for the dog, hasn't a hope of not ending up insane.
