SQRT [3/4 (Toptube length+bar width)]
But that ofcourse is bullshit too.
Just put one end of casing in the brifter, fix casing to to bars with some temporary tape, turn bars till stem makes a 110° with the frame, hold aside of the cable stop and cut.
