Cut off the manky end and turn it upside down if there's enough overlap in use at the other end. Hammer the new end flat and drill it to the axle diameter. Maybe.
Or get a length of 15mm copper pipe from a skip cut it to the right length, flatten and drill and it will do for a while. -

If you mean ceramic bearings I think the most common materials are silicon carbide or silicon nitride.

Non metallic, non organic, very hard shit, like Silicon Nitride, above.
The class of material is simply 'ceramic' but that term covers a whole load of materials and applications from the stuff you eat off to stuff that goes in to armor etc.
