Depends on the terms of the lease. Given that the lease has been sold for $500 million to a company intending to build a hotel on the site I think we can safely assume that the lease terms are not unduly onerous.

I expect - the Grosvenor Estate has reserved the right to check all proposed changes / works and charge for consents to do things, restrict what can be done, etc etc.
In any event, they could have done all those things by selling the freehold but imposing restrictive covenants.

The building is listed by English Heritage which is why US moved to new premises as they could not fortify it. Its just a conversion to a hotel use in the existing shell.

The lease was granted in 1954, so unless the Grosvenor Estate team included some particularly gifted clairvoyants it's unlikely the lease made any provision for the conversion into a hotel in 2017. A licence for alterations might impose those conditions, but equally those conditions could be imposed by a consent to works granted under a restrictive covenant. Without knowing the terms of the lease, it's all speculation.
