You going Disc hub? If so, Nitto m12 can't be fitted unless you go custom fork, with canti mounts via Wound up. Doing the googledive last year, couldn't find any carbon disc forks with front rack mounts, there were a couple but they were for low rider racks, rather than the randonneur style bags/look you're going for.

Rodeo Lab Spork fork does the job, but pricey.
