Looks acid bathed to me, but there's no mention of how it was done.
Mudguards are stainless GB, don't think those rust like that naturally.Could also be oxidizing paint.

Started a new job in a bike shop in Berlin and got this little thing as a 'company vehicle' until I build up my own commuter.

Beautiful. I especially like the top one; if for some reason you had to share a bike with a small child you could simply swap out the seatpost and both of you would be able to ride it. No doubt this is a common problem that has (until now) been unsolved.
Edit: or even better, get some sort of dropper post with like 50cm of drop and fit that to it. Perfect for MTB.

Those are £8 1.5" Bontrager slicks. Not quite as horrid as coloured ones but still amusing. If I find some cheap coloured ones I'll get one (obviously I don't want them to match)
