This is presumably based on the reasoning that cyclists slow down drivers (by menacing them?) and their cars become less efficient, producing higher emissions as a result.
It's revealing that those who are causing the pollution have at least moved on from denial to anger, maybe they'll eventually reach acceptance.

Eh, you never know. They might crack down on hunters. I think it'd be a vote winner especially with younger people, and they're scrabbling to claw back any support they can to ensure the party doesn't die with their 60-year-old membership.

It would be a good tactic. Those who are pro-hunting probably aren't going to go and vote Labour if they crack down but it may gain them votes from the other side.
