Also how do I create a high sierra boot from windows?

You need a friend with a Mac. I didn't have one, so I resorted to buying a USB stick off eBay. This was for my OSX virtualization project.

Edit: a quick search seems to suggest you can do it with a trial of TransMac. Not sure why I didn't try this.
