Dunno if this is what Scilly is saying but the links would all be over a greater radius of curvature so wouldn't need to be turned through as much of an angle on a bigger ring, and since theres a frictional couple in between the links and pins, surly energy would be lost in turning the links through the greater angels.
edit #1: but then the chain is moving faster so more links are being turned through the angle...
