Same opinion as russmeyer.
The crown is aluminium and the blades are carbon. Look at the fork on the attached to see what I think the construction of the fork is like under the paint.
What you are seeing is the paint cracking at the joint line, as the the crack runs all the way around the fork, due to the difference in flexibility of the two materials.

I will sand down and report.
In the meantime, a bike shop has listed 10+ tapered forks on eBay, all brand new and ending in 3 days so I will follow and bid.
#CSB Some of them are the latest Giant steerer diameter which would mean new headset & new stem & thru axle so will stick to the 'standard' ones.
@Thrust I will sand and cross check, but the crack goes all the way around the leg, not just on the inside.
@russmeyer Not sure the words moved a bit and carbon should be used in the same sentence...
I paid £75 for the frameset on eBay and emailed the seller about the forks. He kindly offered a 50% refund so I can replace them for used ones (tapered, 45mm rake, clearance for 25mm tyres + mudguards, 21cm+ of steerer).
There was a lovely set of Specialized S-Work UD carbon disc forks on eBay before Christmas for £60 but they have sold unfortunately.
I will put a Wanted Ad - pretty sure @amey has some in his parts box.
