IDK. The hitch-mounted bike carrier that I have has a light board, with indicators, brakes etc. It therefore gets the signal that I am braking via the electrical connection which could be used to operate the brakes on a trailer- although that would suggest a 12v operated hydraulic system, which sounds a bit odd.
