As far as I can tell Jean Thirouard Cycles was a bike shop in Bourges, France. Whether he made frames himself in small quantities or just bought frames himself and put his decals on them I cannot tell.

Bear in mind that although it comes with a headset (jdd) and bottom bracket (bdp) the fork and BB may be French threaded meaning finding replacements would be more difficult than normal.
26.4mm is also quite an odd seat post size.
The frame doesn't look to be too special but if it's going to fit you and you are prepared to deal with the possibilities of odd French sizes and threads then I don't see why not. -

hey thanks for the info! and yes the weird french standards could get really annoying :( also, other than the ethos of being an actual track frame, it probably wouldn't be much of an upgrade from my current conversion setup tbh. but it looks so cooool :/
