    These "official documents being prepared for next year's budget" are presumably publicly accessible but not aimed at the general public? I don't get it. Whose sensibilities would the word "vulnerable" offend?

    It's possible the ban comes from somebody in the administration who knows that using these words in documents will just make Trump reject them. If so, it may be a way of trying to help the CDC survive Trump, rather than censorship.

    1st amendment rights to free speech don’t apply when working for private business but do when working for government. So I think ‘no’ ?
