It's not -20° either, which would make it more or less parallel with the top tube. slamthatstem.com don't agree with your definition, they certified this Cannondale only a week ago

I was working off "parallel to the ground" assuming 73° headtube angle.

That's as maybe, but as successor to Metallic Poutine they do probably have the right to be arbiters of what gets certified.
