It's an aesthetic and functional fail imo. The riding position with the hands way behind the steerer doesn't make it look fun to ride. I bet it makes for shit handling in combination with the steep angles.
p.s. maybe I wouldn't be that harsh if it wasn't such a lovely frame. -

FWIW, I enjoyed the swept bars on my omafiets with a slack headtube. When I tried swept handlebars on my tarck bike I didn't like the handling. -

Cut the bars down so hand position is in front of steerer, and slam that stem. Then I'd have no problem riding it

Ohh I had similar bars on my track bike once, super fun! Only the bars kept flexing too much while skidding. Think they were Humpert alu ones, steel should be better

It's not -20° either, which would make it more or less parallel with the top tube. slamthatstem.com don't agree with your definition, they certified this Cannondale only a week ago
