Why would you do this? Surely bars/stem don't really flex enough that it's a problem and it's just added weight, no? Something to do with fitting lights is it?

While I tend to love everything bullmoose, that stem is plain dumb.
It will only work with certain bars and as far as I know, central bulge width isn't something that's usually specified so it's gonna be an expensive game of trial and error to find ones that'll fit.
Also impacts how far along the flats of your bars you can tape by the looks of it.
That said, it was probably custom made to fit that bike and those bars so fair play.
