Roll-top rack bag and a rack that fits ortlieb panniers would be packing heaven for me.

What about seam taped roll top panniers that used a locating magnet instead of hook at the bottom?

Pelago and soma racks both fit Ortlieb panniers (you can squeeze the big ones on at a push) and then take your pick of roll tops (ILE etc)
