I find that it depends on storage, if the rubber is compressed in the tube for a while it can mess up the seal.
Have you tried heating it up in hot water? If it’s not totally wrecked you might be able to coax it back.
It wasn't even a little off - it didn't create a seal whatsoever. Tbf it must be about 4 years old now, several hundred uses.
